ImageIt is time to start saving. This was the message of the International Monetary Fund (IMF) differently called a “conservative program” that asked the revision of the budget of 2010. This was said tin the press conference given by the representatives of IMF, the minister of finances and the governor of the Bank of Albania.

“Even though the measure may be of a vast range, it is necessary for the fiscal politics to withdraw. The budgetary support has been important but now its time for a change in the budget. The budgetary deficit should be lowered by 3%”, said Gervin Bell, representative of IMF for Albania.

“We are talking for the 330 milliard Leke that have been cut from the budget or in other words have not been delivered in the ministries. We will wait the appropriate moment to take the legal action”, said Ritvan Bode, minister of finances.

“Many factors that influenced negatively in the Albanian economy will be present even this year”, said Adrian Fullani, governor of the Bank of Albania.

The fiscal amnesty was another argument that was discussed. “If by fiscal amnesty we understand the legalization of a property for which a tax is paid, than we agree. We can not accept amnesty for those who have not paid the taxes. It would be harmful for the fiscal system”, said Gervin Bell, representative of IMF for Albania.

“This is a request that comes from the community of the business and not an initiative of the government but we will do a fiscal amnesty that will cause as little damage as possible to the psychology of correctness in the payment of the taxes”, said Bode.

Even though without a predicted plan, IMF has suggested to the government to lower the budgetary deficit for this year with 3%. The budgetary saving has been requested also for the years to come.
